Increasing Download Speed: Using Download Accelerator

Scan Disk:

Whenever I am executing the thorough Scandisk function, it starts all over again after scanning for 20% or 30% it goes back to 0% scanned this keeps repeating. What could be the reason for this and what is its solution? Do I need to reinstall operating system again?

Q2. How to perform Defragmentation?
Q3. Some say it isn't a good idea to defrag the disk frequently, as it could affect the disk and sometimes even crash it. How far it is true?
Q4. When I run disk de fragmentation it goes upto about 8 % or so and then again starts from the very beginning and does this over and over. Why does this happen?
